IMO IT WAS ABOUT GETTING THE CAB FROM STINE

Z said he would kill a dozen people over the weekend by driving around shooting ,that would be very risky especially after it was public
But take a cab with Z posing as the driver with a silenced gun in the seat next to him covered up , he could shoot thru the seat ,dump the body ,clean up and do it again maybe for an hour to get 8_10 people . I think that was what he was after on 10/11/69

Hmmm. Never thought of that. Pretty interesting theory. I don't know how he could have pulled that off though. Cab drivers are constantly communicating with dispatch. Would it be possible for Z to do this if that is what his goal was?

I say it could be done for 30_40min.  Enough time to get a dozen victims ? .He could have made garbled transmissions  he would then IMO hit the front page of every newspaper in the country ,which was what he was after especially after he boasted he would
He could even steal the cab and do it again months later.
I wonder how many dispatchers they had ,for all those cabs
I think one reason Preseideo Heights was chosen was Z threw Stine a $10_15 and said keep it paul then thought this guys ok

Hmmm. I don't see that but yeah its possible. That would be a good idea for a movie.

I don't know if Stine was the intended target or if he was just in the wrong place at the wrong time, but I think Zodiac was trying to send the message "hey I'm in San Francisco now."
