Identified by 8 year old??? Empty Identified by 8 year old???

In an old FBI document, it was mentioned that an 8 year old witness recognized the man walking away from Stine's cab after the murder, and the kid even gave police a name! Alex Lewis obtained the unredacted version of the document to find the man's name was Robert Hale West.
