It appears as though he did. Even uses the word "shall." And the description fits Troy Houghton pretty well. He dressed the same way and was also short and chunky.

I forgot all about this. I think it's more likely than not that this was the same man that killed Cheri Jo. The girl wasn't afraid to get in the guys car to catch a ride, just like Cheri Jo must not have been afraid to walk off with her attacker.
