Did you notice that the wording is exact, but the lettering is not? I looked at where the copy probably came from and that would be Graysmiths Z book. None of the words in that book are smudged like the copies left on the cars. Why is that I wonder? Is there another book that has that letter with the smudging? Or was that letter copied by hand and it got smudged? It would be interesting to see if that was the exact size of the original.
