Patrol Cops and Dpt. in general: "It's not our fault, it was the dispatcher" (This is called passing the Buck)

phones in 69 were not as clear as even 5-7 yrs later
maybe the call taker asked detailed questions but the kid said it was too black meaning dark to see

And Maybe Lee Harvey Oddball was the lone gunman, firing a shot from the rear of President Kennedy that Hit Him in the frontal right region of the head and brain.

Nope!!! Not a chance! But... maybe whoever called and reported the crime was incoherent for whatever reason. But... the person at the PD who answered the phone, it's their job to get all of the details so who knows what happened.

Exactly, If the dispatcher and is not 100% sure of what caller said because of bad connection or just didn't quite catch it then He either asks for confirmation from caller or if caller has gone, give the dispatch as suspect description unknown.
What nobody in the right mind would begin doing is making up the parts He didn't hear or remember accurately by 'Filling in the gaps' Himself.

I wonder if there is anyone within SFPD who can be interviewed about this mistake, although they probably won't come clean about it.

I mean come on, Donald Fouke would have You believe He spots a male walking from a homicide that just minutes ago taken place and this Subject is not 100 yards away and Fouke speaks to Him to ask Has He seen anyone acting suspicious but does not bother to do the absolute first and most basic thing that Police are trained to do in this type of scenario: Establish Identity even if for future potential to be a witness.
So Fouke decides He's not interested in this Man and establishing His Name, address and whether He has a legitimate reason to be in the area or not, He's got to go chasing African American's!
Not only does He not detain Him nor secure details of Gentleman but Fouke is asking You & I to believe that He, knowing that there was an Armed and very dangerous suspect somewhere in close vicinity, He fails to warn this innocent man of the extreme danger of being on the street in this area with a gunman looses! Fouke can't be bothered to protect the Public with: "Sir I will have to ask You to get in My Vehicle for your safety as we have an armed Man loose who has shot a cab driver around that corner. Please get in and We shall drive You out of this dangerous area."
Remember, according to Don, He doesn't speak to the WMA at all, not one word. Don made no apologies in saying "I didn't think it was the suspect as I assumed He didn't live in the area."
Right well Don spots the WMA and assumed "That's not Him" Don is saying He stepped on the Gas and sped past Him. Did He turn to Eric and say also "That Man we just passed Eric, He's oblivious to the the extreme threat and danger that is somewhere in this area. You see Eric, The Academy trained you to believe it is our sworn duty to protect the public. That the Theory, anyway. In reality on these Street's Eric, The Citizens of the General public can go and F*** themselves. I can't be expected to warn that Gentleman that His life may be in Danger continuing on down this street and area, not when We are responding to the Julius Kahn sea-saw excitement!! Hit the siren Eric, let's get there ASAP!

Perhaps not... I always thought he hid at Qvale's house until morning, but this was before the whole Xen Anthony thing. Now... I have no idea.

No, but done a fair bit of research into He and Helen. Fred was.far too old in late sixties to have been Z.

There still could have been some tie-in with him. For example, if Xen Anthony knew Bloch, maybe that is why he ducked into his yard. It would have been easy to explain to old Fred if he had seen him out there... "there was a guy walking towards me and he was covered in blood so I ducked into your yard for a moment."

Well if, let's say, Z didn't know Fred and Helen Bloch and did simply turn up those steps and onto the pathway to avoid Don & Eric then imagine if Don had stopped and just sat watching the Z walking down the pathway? Z's in shit street and would be praying nobody's home.
Then, Dons overhead red and blues are crashing through the night and bouncing off the inner front room of the residence with its drapes undrawn. Fred'f face appears at the window, eyes straining to see what's going on. His face vanishes from the window, Z knowing He's coming outside to inspect the cause of a patrol car with itds emergency lights flashing...
" F*** F*** F***" Zodiac chants in His Head before turning around and walking back down the steps with; "Just remembered Officers . . . I uhhh, I actually live in a different House that looks a bit like this one. Funny the things you forget isn't it Pigs, errrr, I mean...officers

HAHAHA!!! One of my favorite movies of all time. Can you believe they are doing a remake with that ass wrangler Ed Helms playing Frank Drebin? It's a fucking disgrace!
As far as Z knowing the Bloch's, I'd say that is probably a 50-50. Perhaps he did know them and knew that since they were elderly that they would probably be asleep at that time of night and felt safe walking up there. In which case, he would probably have no worries talking to either of them if one of them were to spot him.
