William Francis Colley
Apparently, Colley was a member of the Minutemen in the early 60's. He clashed with Troy Houghton over who would be the leader of the Minutemen's California chapter. They were very close to having a shootout, but it was broken up before any shots were fired. Houghton, of course, went on to lead the Minutemen, while Colley formed some weird group called the "Loyal Order of Mountain Men," a band of citizens training for mountain survival in case of a nuclear attack.

Colley purchased a cabin in the woods of Northern Montana, where he and a David Kenneth Levesque hid out for a year because they were fugitives. Colley, Levesque and four other men had received between $10,000 and $25,000 worth of property that was stolen from a San Diego Air Force base. They were arrested in June 1962, and ran while out on bond. Colley was using the alias of Richard Bishop and Levesque was using the alias of Lawrence Williams. They were taken to Flathead County Jail. Colley was only sentenced to 2 months in jail and received 5 years of probation. He was 41 at the time, so his estimated year of birth would have been around 1922.

Levesque was a warehouseman with General Dynamics Astronautics, who would steal the items and then Colley and the other men would come by and retrieve the items. The other men were identified as Louis A. Flores, Charles Robert Graham and Lloyd Marvin Brock. Brock and Graham were both 21 at the time of the arrests (1962), and Flores was age 40. One article lists Colley as a  "Minutemen leader." It says they stole portable typewriters, tires, lead ingots (???), building materials and cleaning supplies. Doesn't sound like Air Force property to me, but I think this was a different bust.

A drug bust that Colley was involved in. Colley was sentenced to 30 days in jail and received 12 months of probation. Originally charged on Oct. 9, 1976 for assault with a deadly weapon, he was found guilty of a misdemeanor assault charge on June 1, 1977. The victim, who testified against Colley, was none other than David Levesque. Colley assaulted Levesque with a hammer, including multiple blows to the head. Colley claimed it was self defense.

There was a William Colley that died in 1978 in Los Angeles and another that died 1986 in San Bernardino. Another that died 1980 in Mariposa, CA.

Based on DOB, this could be our guy, though...

There are also some William Colley's marriage certificates, but I can't get the dates from them and I am unsure if any of these are the same guy:

Looks like Colley was the San Diego leader before Houghton.

In the early 60's, not long after the Minutemen was formed by Robert DePugh, several lew enforcement agents infiltrated the organization. This included Roy Frankhauser of the CIA who ended up being a regional coordinator of the Minutemen on the east coast. His right-hand man was Ken Duggan, who was also a CIA agent.

According to Frankhauser, Duggan recruited some of the Gusanos for the Bay of Pigs invasion, and also recruited and trained several teams to prepare for the Kennedy assassination.

Vincent De Palma and Eugene Tabbert, leaders of the Connecticut Minutemen, were also FBI agents. De Palma was said to be the FBI's "expert on assassination."

Roy Frankhauser was not allowed to testify in front of the Warren commission, and was supposedly told by two FBI agents in Pennsylvania that he was "to keep his mouth shut."

What?!?!?! Keith was locked up at San Quentin during the Zodiac crimes. I have talked to him quite a bit and he has been nothing but nice and has provided me with a lot of information. Some information I have even verified through research. Other information, I have no way to verify. How do you know Mower was not Zodiac? The possible Minutemen/Zodiac connection is pretty fascinating IMO.

Found some FBI files and there are some aliases that Dennis Patrick Mower used to use in the 60's (and maybe beyond)...

Dennis Mauer, Dennis Mauery, Dennis Moore, John Preston, Rick Larson, A. William Halpern, Dennis Campbell and Loyd L. Drennan.

DOB: 9/12/1945 Los Angeles, CA. to Benjamine Allen (deceased 1964) and Diana Smith Moore (deceased 1981). Has a sister and a half-sister.
HT: 5'10"
Hair: Brown
Eyes: Hazel

He was arrested on August 6, 1965 for masturbating in a public bathroom.

I believe he entered the Glendale College of Law in 1970 but then left the college after a couple of weeks. He went back two years later and took some classes. He spent about half a year there and then dropped out once again, even though he was getting all A's. He later attended the University of San Francisco in the mid 80's. At that time, he was suffering from Multiple Sclerosis and was collecting Social Security checks.

Mower seemed to have been employed by the Coral Athletic Club in North Hollywood from Sept. 1969 until October 1970.

So, you can see that he never lived in the bay area during the Zodiac murders. Does that mean he wasn't Zodiac or wasn't involved in the crimes? No. But it makes it harder to believe that he was.


Sometime after Mower had taken over the East Coast chapter of the Minutemen (after Troy Houghton disappeared), an informant was in the presence of Mower as he discussed a future plan for the Minutemen to bomb an unknown building. Carl Savage of the Minutemen was also present at the time.

This Phillip Earl Scheib guy is very interesting. He was in the Minutemen and I believe he was also in the John Birch Society.


1979: Convicted in a nonjury trial of seven counts of violating the Dangerous Weapon Control Law. Specifically, he was found guilty of possessing explosives, hand grenades, machine guns and a silencer.

Scheib owned a company called H & S QUALITY, INC from 1980 until 2005.

His father, Earl Scheib, was famous for his commercials. He owned over 200 auto paint shops nationwide. He probably crossed passed with Kjell Qvale and may have even been friends with him being that they were both big into horse racing...  Earl's obit..

Auto-painting entrepeneur and horseracing hobbyist Earl A. Scheib built a car-painting empire by saying "I`ll paint any car" over and over on television ads. He died in his sleep at home on his 85th birthday.

Mr. Scheib opened a single shop in Los Angeles in 1937, and expanded to approximately 330 shops across 40 states and Canada. So many customers visited that the local police were called to maintain order. Over a half century later, his firm had painted fifty million cars.

Mr. Scheib had suffered from emphysema for several years and appeared weak on Friday night, friends and associates said. In an early birthday celebration that day at Santa Anita Race Track in Arcadia, California, Mr. Scheib collected $16,500, the winner`s purse after "Cause I`m Leaving", a 4-year-old bay colt Mr. Scheib bred and owned, won the fourth race.

Mr. Scheib started in business with his first Earl Scheib Auto Painting shop at Fairfax Avenue and Whitworth Drive, just southeast of Beverly Hills. Besides his business concerns, his primary interest was horse breeding and racing, and he owned over 175 horses. His longtime stable manager said that Earl's favorite horse was "Fran's Valentine", named for his late wife, who had been born on St. Valentine's Day. The horse was the leading California-bred filly of all time, earning over $1.4 million.

Earl Scheib was survived by sons Philip, Donald and Albert Scheib and several grandchildren.

I ran around with some Minutemen but was never a member nor did I see or witness any of their illegal activities of back then.

I did meet Mower on several occasions and can confirm that he was a dirt bag. He was the type that used intimidation tactics to scare people, often by using a weapon. In general he was just not at all frightening without a weapon in his hand. In fact, he was a puny little man and I always wanted to bash his skull in but that would have gotten me killed.
